The Town of Spring City - City Recorder vacancy
The City Recorder is responsible for the custody and preservation of public records, ordinance/resolution books, minutes of the Board of Commissioners, contracts, bonds, title deeds, certificates, and papers. The individual must be present at all meetings of the Board of Commissioners, Planning Commission, and Board of Zoning Appeals and keep a full and accurate record of all business discussed and voted upon. The City Recorder also functions as the Town Treasurer and is responsible for the supervision of the Town's financial and operational activities, including accounting, budgeting, accounts payable, payroll, and coordinating the annual financial audit as well as provide technical expertise. The City Recorder has no supervisory duties and reports directly to the City Manager.
The successful candidate should have a Bachelors Degree in Business Administration, Public Administration, Accounting, or Finance; OR an Associates Degree coupled with 3+ years experience in government fund accounting, accounting or finance; OR High School Diploma coupled with 5+ years experience in government fund accounting, accounting or finance. Must be proficient with Microsoft Office and have experience using a variety of accounting software applications. Have superior oral and written communication skills. Desired qualifications include previous City Recorder experience, Certified Municipal Finance Officer (CMFO) certification, and Notary Public Designation.

The successful bidder will be required to execute an AIA A312 Performance Bond in the amount of One Hundred (100%) of the contract price. Bonds must be accompanied by Power of Attorney.
No bid may be withdrawn for a period of thirty days (30) after the date set for the opening of bid.
All bidders must be licensed contractors as required by Chapter 135 Public Acts of 1945 of the General Assembly of the State of Tennessee, Section 1. Bidder's name and license number must be placed on the envelope containing his bid and bond.
The Contractor shall be responsible for verifying and maintaining documentation that all construction forces that are on all construction sites have met the State of Tennessee Background Check.
Meigs County Board of Education reserves the right to reject any or all bids and waive informalities therein.
The Bid Envelope Cover Sheet must be completely filled out. Any bids received with Bid Envelope Cover Sheet omissions will be returned to the bidder unopened.
Any Bids received after the scheduled closing time for the receipt of bids will be returned unopened.
TIME FOR COMPLETION:
It is hereby understood and mutually agreed by and between the Contractor and the Owner that the date of beginning and the time for completion of the work to be done hereunder are essential conditions of the contract; and it is further mutually understood and agreed that the work embraced in this contract shall be commenced immediately upon notice to proceed and shall be completed within 30 days. A Notice to Proceed will be issued on July 1st, 2013.
The Contractor agrees that said work shall be executed regularly, diligently, and uninterruptedly at such rate of progress as will ensure full completion thereof within the time specified. It is expressly understood and agreed by and between the Contractor and the Owner that the time for completion of the work described herein is a reasonable time for completion of the same, taking into consideration the average climatic range and usual industrial conditions prevailing in this locality.
If the Contractor shall neglect, fail or refuse to complete the total work within 180 days or any proper extension thereof granted by the Owner pursuant to AIA Document A201, the Contractor shall be liable for all such actual damages sustained by the Owner as the result of each delay, except that when such actual damages may be difficult to ascertain, the Contractor shall pay the Owner the sum of $250.00 per day as liquidated damages of each and every calendar day that the Contractor shall be in default after the time stipulated for completion of the work. In no event shall such payment be construed as a penalty but shall be considered as reimbursement for the Owner's additional expense and loss occasioned by unexpected Contractor's delay.
Delays occasioned by strike occurring on the job during the performance of the work, riots, civil commotions, change orders, and such other justifiable delay as may be approved by the Owner and the Architect pursuant to the provisions of the General Conditions, shall be the only exceptions for which a request for excusable cause shall be made in writing to the Owner no more than 21 days after the delay begins. Otherwise such claim shall be waived, and the work shall be completed without extension for such delay.

Said resolution provides that a permit can be denied provided the owners of the residential dwelling within 300 feet APPEAR IN PERSON before the County Beer Board and object to the issuance of the beer permit.
Further, effective October 17, 1988, the McMinn County Board of Commissioners adopted a RESOLUTION TO ENACT THE 2000 FOOT RULE FOR THE SALE OF BEER. This rule provides that no permit for the sale of beer or like beverages will be issued for any location within 2000 feet of a school or a church, unless the location was issued a permit prior to the date of the referenced resolution.

WHEREAS, default having been made in the payment of the debts and obligations secured by that certain Real Estate Deed of Trust for Tennessee executed on October 23, 2003, by Jessie E. Goodman and wife, Sharon M. Goodman to Mary Ruth Tackett, Trustee, as same appears of record in the Register's Office of McMinn County, Tennessee in Book 735, Page 154, ("Deed of Trust"); and
WHEREAS, the beneficial interest of said Deed(s) of Trust is the United States of America, acting by and through the United States Department of Agriculture ("USDA"); and
WHEREAS, USDA, the current owner and holder of said Deed(s) of Trust appointed David Collett as Substitute Trustee by instrument filed for record in the Register's Office of McMinn County, Tennessee, with all the rights, powers and privileges of the original Trustee named in said Deed(s) of Trust; and
NOW THEREFORE, notice is hereby given that the entire indebtedness has been declared due and payable as provided in said Deed(s) of Trust by USDA, and David Collett as Substitute Trustee, or duly appointed agent, pursuant to the power, duty, and authorization in and conferred by said Deed(s) of Trust, will on Tuesday, July 9, 2013, commencing at 10:00 A.M. at the South door of the McMinn County Courthouse Athens, Tennessee, proceed to sell at public outcry to the highest bidder either for cash or 10 per cent of the high bid price as a non-refundable deposit with balance due within ten (10) days of sale, (and if such balance goes unpaid, USDA will retain the deposit and re-foreclose) the following described property lying and being in the 4th Civil District in McMinn County, Tennessee to wit:

Notice is hereby given that on the 6th day of June, 2013 Letters Testamentary in respect of the Estate of Donnie Ray Stewart, deceased, who died on April 3, 2013 were issued to the undersigned by the Probate Court for McMinn County, Tennessee. All persons, resident and non-resident, having claims, matured or un-matured, against the Estate are required to file the same with the clerk of the above named court on or before the earlier of the dates prescribed in (1) or (2) otherwise their claims will be forever barred:
